Don't get to upset over this one folks. This sort of thing happens more frequently then most realize, with a last minute awakening of the boneheads we've elected to congress. They tried to ban lead ballast more then once, but couldn't figure out a way to pay for it, so they went after lead shot and fishing weights instead.

The reason not to worry, they don't have the money to enforce recreational boaters to comply with the statute. Most, big boating states are having difficulty just providing very limited water patrols and derelict removal. The states with smaller boating populations will find funding near imposable to get.

Florida, California, Michigan and other coastal states will probably ask for permits, likely employed as a tax at registration time, but the bill, which expired, that is causing this concern already had a recreational boater exemption. The new bill, as written doesn't and this is the part people are getting nervous about. The bill will get modified and re-written, probably several more times, before it has a chance to pass both houses, at which point the recreational boater exemption will be in place.

The idea with the original law and the new one, is to prevent parasitic life forms from getting into our waters, like those damned mussels from Russia that have all but carpeted the St. Lawrence Seaway and much of the great lakes, killing all indigenous bottom feeders.

By all means, call your congress person and demand the recreational boater exemption be added to the new bill. Just in case they suddenly find a way to triple the budget and actually can enforce the law if passed without an exemption.
